HARIPUR (Hum Gawah): Deputy Commissioner Haripur has constituted an eight-member committee under the convenership of the Assistant Commissioner Khanpur to monitor compliance with the government-prescribed minimum wage, working hours, EOBI and ESSI registration, and other legal rights of workers in the Hattar Industrial Estate.
According to the minutes of a meeting issued by the Deputy Commissioner’s Office Haripur on September 3, 2026, the committee comprises the Assistant Commissioner Khanpur, Deputy Director Labour, Assistant Director Industries and Consumer Protection Council, Assistant Director EOBI, Assistant Director ESSI, Zone Manager KPEZDMC, Manager Hattar Economic Zone, and GIS Analyst of the Deputy Commissioner’s Office.
The official document states that during a meeting chaired by the Deputy Commissioner Haripur on August 31, 2026, it was reported that some industrial units were allegedly not fully complying with the government-prescribed minimum wage and working-hour regulations. It was also pointed out that, in certain cases, workers were reportedly being required to work beyond the prescribed hours and were not being paid wages according to the applicable rates.
The meeting further noted that some industrial units had not registered workers, particularly female employees, with EOBI and ESSI, potentially depriving them of social security protection and other benefits available under the relevant laws.
The committee has been tasked with conducting daily surveys of all factories and industrial units in the Hattar Industrial Estate and collecting comprehensive information. The survey will examine workers’ wages, working hours, EOBI and ESSI registration, welfare of female workers, safety measures, payment of salaries and attendance systems.

According to the official decision, industrial units against which complaints or instances of non-compliance regarding minimum wages, working hours, social security or workers’ welfare have been reported will be surveyed on a priority basis.
The document further states that the GIS Analyst of the Deputy Commissioner’s Office will carry out GIS-based mapping of the Hattar Industrial Estate to develop a comprehensive database and geographical record of industrial units.
Any non-compliance or violation identified during the survey will be documented and referred to the relevant competent authorities for action under the applicable laws and rules.

The committee’s progress and compliance with labour laws in the industrial units will also be reviewed every fortnight in a meeting chaired by the Deputy Commissioner Haripur.
The issue of workers’ rights and implementation of labour laws in the Hattar Industrial Estate has also remained a subject of discussion in the past. Following the formation of the new committee, questions have also arisen regarding the results of previous inspections and actions, and the extent to which recommendations or directives issued at that time were implemented.
Deputy Commissioner Haripur Islahuddin said the primary objective of the current initiative was to ensure effective implementation of workers’ legal rights and the conditions prescribed by the provincial government in industrial units.
