76 Days Later Facility Center In Charge Fails to Appear in Court

The CEO of Gawah Advertisement Private Limited has filed a petition regarding corruption and non-payment of duties. Despite charging service fees, the facility center has failed to provide the promised services and has misled the honorable court with false allegations, stated Shahid Akhtar Awan.

Haripur (Chief Reporter) The series of contempt of court continues, as the in-charge of the facility center has not appeared in court for the seventh time. On July 5, 2024, Shahid Akhtar Awan, CEO of Gawah Advertisement Private Limited, filed a petition against the facility center in-charge concerning corruption and non-payment of duties. After 76 days, the in-charge still failed to appear or submit a response, leading the honorable court to issue non-bailable arrest warrants on September 2, 2024. Following another absence on September 5, 2024, the court issued further non-bailable warrants against both the in-charge of the facility center and the NOC in-charge, Izzaz Ahmed.

Subsequently, ADC Dr. Adil Ayub appeared in court, requesting the cancellation of the warrants and assuring the court that both the facility center in-charge and NOC in-charge would present themselves and submit responses on the next date. The next scheduled date was September 16, 2024, when AC II Faraz Qureshi appeared, reiterating the commitment for compliance and the submission of a written response. However, on the next appearance date, September 19, 2024, the facility center in-charge again failed to show up or submit a written response. As a result, the court summoned the Assistant Commissioner’s PA, Mujahid, who provided reasons for the absence related to the busy schedule of the AC and the facility center in-charge. The court registrar granted additional time for a response, indicating a clear leniency extended by the registrar to the AC.

Shahid Akhtar Awan stated that he had submitted a petition in the Haripur Consumer Court against senior officials for corruption and non-payment of duties, as he had not received the NOC from the facility center despite paying service charges for the organization of the annual Family Festival on August 14. He expressed that seeking justice in the Haripur Consumer Court had become costly, as evidenced by the responses filed by the officials in the court. He clarified that Gawah Advertisement has obtained legal NOCs for various events over the past four years, including those for August 14, March 23, February 5, December 25, and November 9.

In his submission, Shahid Akhtar Awan highlighted that since the establishment of the facility center, the online service system for obtaining NOCs has not been functional, forcing applicants to use outdated methods, which causes greater inconvenience. The facility center’s response claimed they received the NOC application on August 8, 2024, which they forwarded to the District Police Officer (DPO) via email. However, Shahid Akhtar Awan contested this, stating he submitted his application on August 7, 2024. Upon filing a Right to Information request with the DPO, he was informed that no such request had been received.

Shahid Akhtar Awan asserted that the facility center’s collection of service charges without providing services and the subsequent false allegations made to mislead the honorable court were unacceptable. He urged Judge Munira Abbasi of the consumer court to compel the facility center in-charge to appear in court and to initiate legal proceedings against the senior officials involved to prevent future grievances for citizens.
